In the Return of the King there is a set of letters and beside them values. What language is this?

A writing system of "runes", or in Sindarin Cirth and Quenya Certar.

Generally, the Cirth were developed by Elves, and the Certhas Daeron was originally devised to represent the sounds of Sindarin only. The Runes in their older and simpler form spread eastward in the Second Age, generally altered by Men, Dwarves, even Orcs to suit their purposes.
