Debate: Gandalf or Sauron, who is THE fool?

This is a debate between the Guild of Outcasts and the Guild of Tolkienology. Since the latter were challenged, they get to pick their side.

The topic is the following:

Which was more foolish: Gandalf taking as long as he did to learn that Bilbo's/Frodo's was the One Ring, or Sauron neglecting to consider that someone might try to destroy his Ring?

The teams are:

As a Deputy on Guild Contests of my Guild,I have to annouce that the Council of Five(our leadears' organization)has decided to postpone that debate for undefined time.

We decided to do that because the Great Tournament is coming and we believe it is of greatest importance to us.Participation in that debate now will only disconcentrate us before the beginning of the Tournament.We thik that it would be the same for you.

We are sorry we have to postpone it but don't you agree that in the moment that debate is not part of our priorities as well as yours.
