In the beggining Ilúvatar made the first two Childrens to have the Earth (Arda) for themselves and to live happily therein and not be troubled by the Evil things that befell them. But they were on a loosing path from the word go really with all the hurts that Melkor had done, and Men were even worse off that the Elves, as they were pretty much foresaken by the Valar. Anyway, could Ilúvatar have created Hobbits to live the happy carefree life that the original Children never got? As they never or very rarely had anything bad or wrong etc done to them or by them in the Shire, and all Evil was kept from them for the most part. Could it have been a last pight by Ilúvatar to see true happieness within the creation or Arda that he may so desperatly wanted?

If so then Bilbo and Frodo had to 'pay the price' so to speak for the whole people by having to carry a heavy burden all by themselves. They had to sacrifice their happiness for the well being of not only hobbits, but more importantly - men. Interesting theory though.

Well maybe it was the actions of Ilúvatar to keep it like that, it was not just fate that they got the ring, it was the power of Ilúvatar at work, so he may have acted through the minority to save the majority :)

Well even in a way.. with the resiliancy of the hobbits, Bilbo was still very carefree, and even Frodo to an extent found hapiness after he and sam returned, but neither had a lasting happiness because of the evil they had seen. If tolkien had somehow in the end redeemed gollum (who was of similar decent to the hobbits as we know them) there would be even more weight to your argument, Celebthol, that the hobbits were an expression of the life that could have been for men and elves.
Another thing is that even the shire itself was not untouched.. all the hobbits got a taste of fear and evil, and that's similar to our world, where evil touches the good and the bad, some people have it better than other some don't, but like the Bible says, the same rain that falls on the just falls on the unjust as well. -very interesting point, and very interesting how closely tolkien was able to model our own world.
