Anyone know where can I find a background pic of the runes on the 'One Ring' for my desktop (preferably 1024*768) ?

Welcome, Thranduil! You are the first person (bar me :D ) who has thus far spelt "Mae govannen!" correctly! Congratulations! :)
If you just want the runes, I'm afraid I don't know of any website that would have the "normal" (Feanorean) Tengwar, or elvish writing system. I myself have learned to write it fluently *puffs out chest* from a great book called An Introduction to Elvish.
