This is to announce that the great and holy Temple of the Valar in Annuminas has been completed. All citizens of Atannórė are invited to celebrate the completion of this wondrous monument along with the leaders of Rohan, Mornclaur, and the Istari.
I will try to draw up a basic floor plan of the structure to give you all an idea of what the building looks like. For now, you'll have to use your imagination ;)
Also, I would like to restate my invitation for the Istari Council to relocate from Rohan to the Temple here in Annuminas.

Ahh, even if the Istari were not to remove to Annuminas, we would certainly have plenty of use for the temple. It was not built just for the purpose of the Istari...they were invited to add to the Temple's holiness in general.

I merely took a scanned picture and edited it severely, then drew in the borders and added the text. The map is out of the Houghton-Mifflin edition of LOTR, and I believe it was originally by CRT.
On to business...I am assuming command of all of the primary garrisons in Arnor. This of course leaves the secondary garrisons and the militias for the governors to use if they are not going to the Front.

Our foe is Gondor to the south. Our objective is to conquer Arandor and to hold off the army and fleet of Gondor. They have already landed in Meltestastia and are most likely heading north into the Shires southern half.

I think the total is 56,000 actually Cir. I am interested to see no expense is spared in building up your military might. More than 1 in 8 of your population is in the military. Should you be interested in some trade of food let me know, since you appear to have conscripted more than half your adult male population, and I fear your farms may not be too productive.

Since we are in a wartime situation, say that we will perhaps need extra food supplies, but since we have been militarily idle for so long, our grain and meat surplusses have been burgeoning ever since. I am not aware of how other countries organize their militaries, but all in Arnor are trained for military action; men and women. The professional army are those people between the ages of 18 and 45 that are actively in the military circulation.

Perhaps the provinces under control of members of the WC could be excused from this mustering of troops..?

Governors might be excused, but I will not excuse garrisons from participating. All forces will go; those whose governors have conflicting interests may appeal and I will appoint a captain for their forces.
Honestly, a Council that does little more than declare itself forever neutral does not seem to be doing much to me.

Your Highness, as new governor of Forolosse I am initiating new laws with your permission. These laws inlcude:
-90% of all men in Forolosse must serve in the region's army for a period of four years, as soon as they reach the age of 18.
-In times of war, the governor has the right to call upon all forces needed. This includes conscripted civilians.
-Each soldier will be trained in 4 forms of combat; horse back, archery, sword to sword, and hand to hand.
Of the 2,430 persons within this region 1,415 will be in the army. 15 of which will be my personal guard. These 15, like myself, will be trained as Rangers. One of these 15 will be a mage.
The rest of the population will be allowed to do as they see fit.
In addition I will be ordering walls to be built and new ship yards and docks to be built.
With the Emperor's permission these laws will be confirmed and consumated.

I have read the events that have recently transpired, with the White Council members declaring themselves nuetral, and I believe that it would be against our best interests to allow a person or persons to be involved in one or more legislative bodies and be a governor. Take this as only a suggestion and not a verbal attck on anyone.

However, the stance of Arnor is generally going to be more neutral from now on. This was my policy in times before, and I shall return to it. I will not dispose of the finest and most intelligent leaders in Middle-Earth because of their views on war. If Arnor is ever truly threatened, I am confident that both they as governors and as members of the White Council will rally behind my standard and aid the Bastion of the West.
As for necromancy, I would request that magical practices in Arnor be highly limited. Mankind is perfectly capable of advancing itself without the aid of the unnatural.

Lorien, you may increase your forces accordingly, but for everyone here NO DRAFTS OR FORCED SERVICE. All of Arnor's forces are to comprised of ONLY paid, professional service. All citizens are required to serve in their provincial militias (which do more public service than combat, by far) but no man or woman shall be forced into service.
Forolosse needs to concentrate on construction for now, so no professional soldiers will be accepted until a future census indicates that your food production and population have reached an adequate level.
As I said before, Arnor is taking an 'inward' approach; for now we will advance agriculture, the arts, transport, and technology in general.

Thank you sire for the instructions. I am amending the following laws I previously stated.
-90% of all men in Forolosse must serve in the region's militia for a period of four years, as soon as they reach the age of 18. This law will be ratified as soon as the population is up to the Emperor's standard.
-For now my region's work force will be concentrated on the economy. Since we are on the bay, 60% of our food stores shall be associated with fish and the like.
-With the Emperor's permission, I am preparing for the construction of walls and battlements upon Forlosse's Northeastern borders. The wall will be constructed between the mountain range and the bay.
Also, I would like to know whom all the governor's of this realm are and where they govern.

Lorien, my region and I would like to thank you from the bottom of our hearts. Plans for the wall are being drawn up as I speak and figures for supplies are being drawn up. Mithril, gold, silver.....who knows really? There's never been an attempt to mine them and we could always try. Even if nothing comes of it we would have atleast cleared some area on the hills for farming.

Emperor Ciryarher, as the sun rose this morning 1000 of Forolosse's finest gathered at the land between the bay and the mountains to construct a new wall. I am assiging 100 men to guard the construction as a precaution. Each stone will be 5 feet in height, length, and width. This wall will span aporximately 50 miles. Every ten miles there will be a post of roughly 20-30 men. Warning signs will be used by light or fire or smoke signals. The gate, if the Emperor feels it necessary, will be made out of Mithril.
The wall itself will be 50 miles long, 100 feet high and, 50 feet wide. If my math does me justice the wall will have a total of 5,280,000 stones.

Ah my lord as you wish the gate will be steel. So far construction is running quite smoothly, the wall is now 3 miles and very strong my lord, almost too strong. I have told the workers that if they make the wall with as much speed as they can muster, I will throw a festival the likes which they have never seen.

Lord Ciryaher, the wall has reached ten miles. It is a great wall and it looks as if it is made out of one stone. Very strong it is indeed.
Also, I have plans to build a watch tower on the island in the bay.
Workers on the wall have been getting along very well with the dwarven village and there have been no incidents in the building of the wall.

I say that I was tired of playing the hokey-pokey and she was not what it is all about. I was sick of having to run to her every time something new came up. I said she wasn't even active.
Anira is probably (knowing her) going to try and put me off the throne. Do I have your support??

Another thing, Ithilien is currently tied mostly to Mornclaur. I have been thinking about returning to Gondor, but I have not made a decision as of yet.

As far as Arnor is concerned, only Mirina rules Lothlorien. You may be counsels or whatever *dismissive wave of hand* but she is the monarch. Perhaps when you prove you have enough time for the role and can do it well, then perhaps your title may be restored with Mirina's consent. Until then, too bad.

Snaga you bring up a very valid point about trade which I would like to expand upon.
Trade in Middle Earth has overall become sluggish, although production in almost all the lands of Arnor have remained steady. This surplus of goods has placed a very heavy toll on the general economy of the lands. The disposable income of the people have decreased in the last fiscal quarter due to this surplus, causing their spending habits to lessen in recent months.
My suspicion, is that shipment of goods has been held up. However, I do not have substantial proof, as of yet. My proposal is to create a subcommittee amongst the current governors of the Senate to investigate this growing problem so that we may find a resolution.

1) Any country may trade with Arnor with no tariff. No weapons or parts with which to make weapons may be brought across Arnorian/Gondorian borders.

A messenger walks into the Senate bearing a parchment scroll which bears the official seal of Earhwesta, and hands it to Governor Elbereth.
*Elbereth breaks the seal, unrolls the parchment and quietly reads its contents. Suddenly, Elbereth expression turns to shock and disbelief*
"Holy Eru! I've got to leave!" Elbereth says, interupting Marina's talk of fruit trade.
"I appologize Cir, but my people are in trouble. I must leave immediately. My appologies to the Senate."
Elbereth then bolts out of the room...dropping the scroll in her hurry.
Ciryaher then picks up the dropped scroll and reads it to his great dismay.
The Scroll's contents is as follows:
Dear Governor Elbereth of Earhwesta:
Your presence is greatly needed upon the northern borders of Earhwesta. It is with a saddened heart that I must inform you that the village of Meltestasia has been taken siege by a band of renagades who have claimed it for their own. Many unwilling townsfolk have been driven from their lands, their homes burned, and their crops mangled. We have dispatched a militia from the capital in Eargond, although their arrival will not be for three days time.
Therefore, your immediate return is urgently required.

"Oh, that was just my outlines for the 2 fortresses I am making in and below the Hills. I am glad to see I learned something from the orcs when I was part of Kazum."

Yes, there is a war in Lothorien. Currently a race of, well, machines, has taken over Lothorien. I was at another senate when this happend, so i was not able to defend myself and my country. There will be parades, demonstrations, exhibitions, and weapon trading amongst the usual feasts. All of Arnor's regular forces will be attending to increase the glory of the parade upon the Pelennor.

In more specifics, there will be an archery expadition made by the elves, many specifics are not worked out yet, but it seems that the show will be mildly acrobatic and extremely challenging. This is for show only, and will not have much audience participation. Swordplay is also expected from the elven warriors.
There will be a tracking challenge made by the hunters of the southern woods. They will be blindfolded and have wax-filled ears. Using only their senses and intuition to capture the player(who will pay a small fee to play the game). Anyone who successfuly evades the woodsman for ten minutes will receive onen-half of the money that has been raised.
There will also be wrestling matches by the Beornings, who are expected to wrestle as bears.

Lord Ciryaher, please excuse my absense in these halls. I have been drawing up plans for a watch tower on the island in the bay.
After the building of the wall, my people have focused on agriculture.
Here are items we have to trade:

Suddenly, the door to the room burst open and a tired messenger staggers in. He is dressed in the official empirial robes of Earhwesta...but this is barely distiguishable since he is covered in soot and travel dust. He then crosses the room and presents Emperor Ciryaher with a parchment scroll that is waxed sealed with Elbereth's star seal of Valinor.
Ciryaher takes the parchment and then excuses the messenger. He then unravels the scroll, scans the page and shakes his head solemnly... he then proceeds to read it aloud:
"Dear Ciryaher and fellow members of the Senate,
The trouble in Earhwesta is greater than we feared. Upon arriving in the village of Meltestasia, I found it to be a ravaged and ruined land. Nearly all the buildings have been leveled, hundreds have been killed, and the surviving inhabitants are scattered, hungry and homeless. I also must report with a heavy heart that the Mayor of Meltestasia and his cabinet have been assasinated.
Recently, I have established a team who is investigating this tragedy, but so far our information has been inconclusive. However, I do not believe that this is not a singular act. The renegades, are linked to a force much larger and stronger than originally thought. Several sources have informed me that Orcs from the Dark Legion were amongst the renegades and were responsible for much of the destruction in the village. I fear that Meltestasia will not be the last village that is attacked. It has been reported that the renegades had moved on north into Mithlond, but we have not heard any new reports for three days. Therefore, I encourage the Governor of Mithlond to takes proper precautions and I encourage all the Governors to be aware of an approaching threat.
In the meantime, I have set up camps for many of the surviving inhabitants...and thanks to the reinforcements from Eargond and Arnor, we have enough food and supplies to last for a few weeks. However, more assistance is needed.
I will be eagerly awaiting your prompt reply.

'Your majesty. I come from the East, as envoy from the Dark Legion. I was sent at the behest of Lord Goroth, and Lord Gonnilclaur for it comes to their ears that some have said that the rebellion in your provinces is the work of the Dark Legion. This is not true, and it disappoints me that Lady Elbereth is absent from the Senate at this time, for of a surety she would be able to name those who have spread this deception.
'However if there is some way in which we may assist you in this troubled hour, it would be pleasure to render such a service.'

He speaks in a muffled, but audiable, voice. "Milord Ciryaher, I shall go and see to the situation in Earhwesta, if you wish to send a man who can end this lunacy. If you wish, I shall bring a fleet of warships from the havens, and they may be filled with some thousand or so infantry, to bring military rule to the cities of the province before the renegades strike again.

The dark man (not Elessar, mind you!, read the RP profile) saluted the Emporer and turned on his heals. He marched out the door. Took the quickest pass through the hills and came to the tributary to the Lhun. There he sailed down to the grey havens and began to make a fleet. (should'nt this be an RP? or will reports just come to the senate)
I am gladdend by your sudden act of genorosity. Your help is most appreciated. Currently we have discovered that this evil force are a bunch of machines! We are not certain that they are robotic, but if they are, something must be contolling them. No machine is smart enough to pull the tactical maneuvers that these machines are pulling off.
Valar, I wish with all my heart and mind that I could spare troops to go with your wife to protect her. But, currently that is not possible. I also wish for her safe arrival.

I have done as I deemed neccesary. I have taken 1/2 of my provincial militia onto fifteen warships. As I write this we are raising anchor from the haven. I estimate that the ships will arrive in a day and a half, sometime around noon by the position of the moon. We are set to arrive at the mouth of the brandywine, not quite up as far as the capitol. My scouts have reported that the renegades have left the capitol of Earhwesta and now move northward, tward my own province. I have moved the rest of the militia to the southern side of lord Telchar's realm. I do not beleive that they would take the rout past the Shire, since it is so close to the capitol.

As Elessar's Messenger leaves the Senate, a young boy, dressed in a white broad cloth shirt and denim britches races into the meeting room. He is evidently the son of a Mariner, and from his fair skin and ruddy red hair one can instantly identify him as a native of the small costal town of Eargond in Earhwesta.
Catching his breath...he struggles to get his words out.
"I'm...*pant*...I'm... *pant*...I'm here to see Governor Elbereth Gilthoniel. *pant* I've come with a message from the Mayor of Eargond."
He then leans against a nearby table, trying his best not to fall over with exhaustion.
I am sorry for the misunderstanding... for I did not really grasp the concept. Some ruler I'm turning out to be, huh.

All of our men, save the Mayor, had gone only two days past to aid Meltestasia when they arrived. The town was defenseless. I just barely made it out of the city alive. They barricaded it soon after. I must find Governor Elbereth...I have to give her the mayor's note...she must be warned! My mother and three sister's depend on it!"

If they set out the day after they recieved my orders, they should be across the Brigde. I will send out more orders for the general to set up camps around the valley. As for those who I sent out for Lothlorien, I will recall as you bid me to do, and set up more camps the length of Eregion, up to the Gates of Moria. Several hundred I will send out to the East coast, to aid the Queen of Lothlorien. I will send out another summons, throughout the whole of Eregion, and recruit more elves, for the militia, as I deem we do not have enough. I have not taken a look at the new census. And, with your permission, Lord, I need to set up a trade with dwarven kingdom for more weapons, or I will purchase the needed supplies from them. Where should I go, to get the needed wood for the camps I intend to set up?

Also, I too would like to know of what "East Coast" you have repeatedly referred to. As far as I know, that is on the far side of Mornclaur, and to be sure, I doubt Mirina has any conflict or forces over there."

I am just confused right now, Cir. How am I supposed to send forces over there if I do not know where to send them? Can someone help me with my geography?
I would like to know where these places are. And Cir, I sent the message by the Quick Post back to Governor Elbereth.
The archers that were supposed to go to Earhwesta have been recalled. They arrived back in Rivendell, and are setting up camps on the borders.
The ones that were supposed to go to aid Mirina have also been recalled and it will be a few weeks before they reach the Gates of Moria.

By some false chance of luck or some slacking of certain crew members we have missed the river that would had taken us to the capitol. The currents flowing south are currently too strong to resist, and there is no turning around. Judging from the rather aged map on board I can see that there is another river with some kind of docks in it. Some of my crew say that there is now some kind of city there. We expect to land there in half a day. I will send this letter ashore with a runner,now, and would think that it would reach you in near to one day's time.

A report on the battlefront informs me that our forces have made a leaguer across Earhwesta and are closing in on Eargond. If all goes well, we should be in Meltestastia between 3 and 5 days.
