Did Sauron make efficient use of Orcs?

I think he did, there wasn't much use in the maggot folk of Morgoth as it is, he just used them as fodder, they couldn't be trusted in possitions of power, e.g. Shagrat and Gorbag in TTT and ROTK, very treaturous (sp), so they couldn't be trusted with possitions of high power such as "Gothmog, the mouth of Sauron".
