It wasn't actually a language for animals, but a secret language which he and a cousin of his made up in their childhood. It was called 'animalic' because many words were substituted by animal names. And animal names with the word they replaced.
It was just a shuffling of english words. But it was hte first of the many languages Tolkien designed or helped designing in this case.

I misread your sentence. I thought you said that the language was used by animals.

I think it's mentioned in a lecture recorded in The Monsters and the Critics (which I've put down somewhere and can't find). It's a lecture about inventing languages. Tolkien overheard someone muttering to himself about where to put the participle and knew instantly that the other man had the same 'vice' of inventing language for his own amusement. Tolkien went on to explain how it all began with the animalic language.
