This is very interesting chapter, and che chapters VI - X are my favourite.
There are many descriptions in this chapter and it was difficult to make question and parts that need questions. It is easier to talk about part of the chapter that asking and answering questions.
Anyway, here are the 'problems'

They stooped over the dark water. At first they could see nothing. Then slowly they saw the forms of the encircling mountains mirrored in a profound blue, and the peaks were like plumes of white flame above them; beyond there was a space of sky. There like jewels sunk in the deep shone glinting stars, though sunlight was in the sky above. Of their own stooping forms no shadow could be seen.1.Very interesting. Why there isn't a shadow. Does the water have some srecific powers (magical) and it mirrors only nature forms. And what about Durin. Could be seen his shadow?

`What is it? ' said the dwarf.
`I don't know.' answered Frodo. 'I thought I heard feet, and I thought I saw a light-like eyes. I have thought so often, since we first entered Moria.'2. Why didn't Frodo tell Aragorn about that eyes. And did Frodo realise who is he, did he think that is Gollum?

But of that perilous land we have heard in Gondor, and it is said that few come out who once go in; and of that few none have escaped unscathed.'

`Say not unscathed, but if you say unchanged, then maybe you will speak the truth said Aragorn. 3. Why the people of Gondor think that Lothlórien is a perilious land? And what are the changes in the people? Do they meet the Lady and do they look in the Mirror?

One by one they climbed down and followed Legolas. For a moment Frodo stood near the brink and let the water flow over his tired feet. It was cold but its touch was clean, and as he went on and it mounted to his knees, he felt that the stain of travel and all weariness was washed from his limbs.4. How did it happen? With the power of the lady or with the power of her Ring?

Now they bid me climb up with Frodo; for they seem to have had some tidings of him and of our journey 'We have not spoken to Haldir of our deeds or our purpose,' said Legolas. 5. Did Haldir know about their purpose? We see that Frodo walks first in the forest. Why?

As was agreed, I shall here blindfold the eyes of Gimli the Dwarf. The other may walk free for a while, until we come nearer to our dwellings, down in Egladil, in the Angle between the waters.'

This was not at all to the liking of Gimli. `The agreement was made without my consent,' he said. `I will not walk blindfold, like a beggar or a prisoner. And I am no spy. My folk have never had dealings with any of the servants of the Enemy. Neither have we done harm to the Elves. I am no more likely to betray you than Legolas, or any other of my companions.'6. What must Haldir do in that situation. Must he blind the dwarf? What would the Dwarves do with an elf in their Mines?

Why didn't Frodo tell Aragorn about that eyes. And did Frodo realise who is he, did he think that is Gollum?
I guess he had alot in his mind, and there were many new things he experienced anyway; perhaps he felt safe enough with the fellowship around.
Why the people of Gondor think that Lothlórien is a perilious land?
Because many of them disappear there.
And what are the changes in the people?
A spiritual experience (and there was alot of spiritual power in Lothlorien, considering the presence of Galadriel, elves and the power ring) usually changes people. In what way? I guess it's case by case thing.
Do they meet the Lady and do they look in the Mirror?
I doubt they all enjoy such honors.
How did it happen? With the power of the lady or with the power of her Ring?
I go with the ring.

Yes, the water is a bit crazy magical. Why not? There are other places in this crazy fantasy world like that. What is your question about Durin? How could I know that? oh well.

The superly boring Frodo character didn't tell the achingly evil Aragorn character because he had no reason to. They didn't know each other too well. Gimli asked first. He would have told the evil torturer Gandalf before anyone else, anyways. As to the other part of the question, there is no way to know that I can tell.

3. Why the people of Gondor think that Lothlórien is a perilious land? And what are the changes in the people? Do they meet the Lady and do they look in the Mirror?

The people of Gondor thought that Lothlorien was perilous for the same reason that the Rohan types thought that Fangorn was perilous. It's creepy and mysterious and crazy magical. They aren't entirely sure about the nature of the craziness that they might find in those places. It makes sense to be wary of messed as well as achingly evil and unfair magical stuffs.

4. How did it happen? With the power of the lady or with the power of her Ring?

Of course I would go with the power of the evil Ring Of Power. Why not? I am not a fan of the Galadriel character.

5. Did Haldir know about their purpose? We see that Frodo walks first in the forest. Why?

I can't remember everything that the Haldir character knew, and does the Tolkien person even point that out? I have no idea. The superly boring Frodo character goes first because he's achingly eager and curious and the achingly evil Aragorn character is sure that it won't matter. Why not?

6. What must Haldir do in that situation. Must he blind the dwarf? What would the Dwarves do with an elf in their Mines?

Is this really a large deal? Maybe the Haldir character or plenty of other elves despise Dwarves for no good reason. It doesn't matter. Poor Gimli. Superly honest and pure Dwarf dude. oh well. I do not know what a Dwarf would do with an elf in his mine. I don't remember any book mentioning it. But then, most times when elves happen to be caught in a Dwarf's mine, he's a friend or good business associate, which does not call for blindfolds.

It seems that the water has magical powers. Maybe it mirrors only unlive forms (stones, rocks...). Maybe the Dwarves love this place because of its magical powers. And I think that Durin didn't see his shadow, too. And the Dwarves love this place. Or there is another chance: Durin saw his shadow but the other dwarves didn't; they love this place because it mirrors only their Father :)

I think that Frodo didn't want to meet Gollum and he hoped that the creature is not Gollum. But he knew that it is, though he didn't want to believe! But Gimli would tell Aragorn...

I don't think that there are many people who look in the Mirror. I think it is keep in secret. But they people of Gondor afraid the magic of the Lady. As it was said, they use one word for the magic of the Dark lord and the Magic of the Elves. They just afraid that magic. Maybe there are people who afraid of Lótholorien, of silence....

I think it happened with the power of the Lady's Ring. It's powers spread over the forest.

5. Did Haldir know about their purpose? We see that Frodo walks first in the forest. Why?
Perhaps Haldir knew that Frodo is the most important of the company but he didn't know about the One Ring.

6. What must Haldir do in that situation. Must he blind the dwarf? What would the Dwarves do with an elf in their Mines?
He mustn't blind that Dwarf. Gimli is not an enemy. They must fight together agains the real Enemy. I think that Hildir knew that Gimli will walk free after awhile but he just follow the Rules.
And I think that the Dwarves would help an Elf in the Mines.
