Need help Decrypting Quenya Code

Hi I am having trouble trying to decode a picture that has a phrase written in Quenya Code. The link to this picture is below.

You can find the whole Quenya alphabet at then end of the Return of the King (Appendix E, I think), with tons of comments from Tolkien himself on how to use the runes.
