First of all since there is already this kind of award for RPGs I think it is only fit that this be formalized.
The following are my suggestions:

Criteria for judging
Screening committee
nomination threads

In the criteria for judging I believe the Moderators have already made one, for the Screening committee I believe that these should be the Moderators who aren't part of ANY RPG's to avoid subjectivity (in other words to be fair). The screening committee are the ones who will decide which RPG gets to do the Oscar race. From the selected RPG's we can vote for the individual awards, to make this fair and and clear there should be nomination threads in the form of polls. Just polls no comments. Then I believe there should be some sort of prize for the winners.
My suggestion would be that the winning RPG and the individual winners in the Oscar race should be given their moment of glory by being featured in the main website (www.thelordoftherings.com) this will work both as a prize and as an added come on for the site.
