Quenya is the High-elven tongue: "... an ancient tongue of Eldamar beyond the sea, the first to be recorded in writing."

But in Frodo's day it was no longer a birth-tongue, though still used in ceremony and high matters of lore and song. It had become like an 'Elven Latin'.

Examples can be found in LOTR; a famous one being Frodo's '... lúmenna omentielvo' in FOTR (in the book the last -a of lúmenna has been omitted, shown by an apostrophe).
