I was wondering, why do elves have fair, melodic voices?

My guess is that since the elves are the first born they were modeled to be close to the gods as possible. They were given immortality, fair skin, hair, wisdom, everything. Since the gods and the world were created via the music of which the gods created, they may have created the Elves to always have such melodic voices so they too can "create" with music.

Are You referring to the voices of the Elves in the movie?

Anyway, I agree with Your guess, the elves were close to the creator and close to nature and they loved to sing - which could explain the melodic voices...

I say, YES! Imagine a criature with a melody for a voice and that´s my feeling of how the elves sound like, but, you can either hear it...or not...it depends on how you listen...
