I will take the side that Iluvatar was NOT running a hypocritical Ea.

It is evident that Iluvatar is not running a hypocritical Ea, or Arda, (which is about all we know of Ea) by the fact that the Valar set a good and non-hypocritical example. They rule Arda, and are not hypocritical in their behaviour. One Vala, Melkor, went bad. Well... he paid big time for this... so it demonstrates that being good is rewarded and being evil is not.... even at the high level of the rule of Arda. So you see: no hypocracy. The Valar treat the Children and eachother just as they expect the Children to treat others. With love and justice. They lead by example. Hypocracy would be for them to do all sorts of nasty things then punish the Children for doing those same things. The Valar do not do this. The Valar are just and good in all cases.

Also, to run a hypocritical world, would be an evil thing. This is the sort of thing Morgoth would do if he could, but not Iluvatar who is God.
