Hobbit Aging

So we know that Hobbits reach coming of age at 33.
Does that mean they are like human boys at 13 or does it just take them longer to come of age but they look 33.
The movie obviuosly took the first approach.
I think it may be somewhere in tthe middle. They look maybe 10 years younger? That means Frodo would look twenty three at the party and (a very fit ) 40 during the his journey.
Does anyone know how much younger Sam is then Frodo?Does anyone know how much younger Merry and Pippin are?
Any other questions I did not ask about hobbit aging could also be posted here:)

read the, i think, final appendix in lord of the rings. it gives dates of their births.
