I'd say so. It seems he was the same generation as Finwe, Olwe, Elwe etc and his parents are never mentioned.

It's not really known who the First Born (or Unbegotten) were. In the Later Quenta Silmarillion (and in the Silmarillion constructed and published by Christopher Tolkien) it is not said that Ingwe, Finwe, Olwe and Elwe were among the Unbegotten.

In the 1950s Tolkien wrote a text called The Awakening of the Quendi, in style meant to be an Elvish fairytale mixed with counting lore. Here there are 144 Unbegotten Elves (72 pairs of spouses), and the Unbegotten leaders of the clans have numerical names, Imin, Tata, Enel, meaning One, Two, Three (incidentally, here the Sun exists before the Elves awaken).

Generally speaking, what's possible is yet another story ;)
